Montreal Borough Councils

Borough Councils make decisions and adopt rules and by-laws, including urban planning, road network, permits, culture, and recreation.

According to McGill School ... Urban Planning ... can be described as a technical and political process concerned with the welfare of people, control of the use of land and design of the urban environment.
